The forming of CA&L is directly linked to the innovative work being done by the Center for Educational Testing and Evaluation (CETE) at the University of Kansas. This program is supported by education and psychology researchers and experts, assessment specialists and psychometricians, computer scientists and web designers. Beginning in 1980, CA&L/CETE led the way in developing computerized assessment with the initial large-scale implementation in Kansas in 2003 and, subsequently, in other states around the country. Capitalizing on this pioneering development work at the University, CA&L was formed in 2005 by Dr. Douglas Glasnapp and Dr. John Poggio to provide assessment systems and products developed by CETE to a broader audience.

Given its university roots, the CA&L online assessment system is the most studied and researched computerized, real-time test delivery application in K-12 education. The CA&L team has conducted and authored a variety of rigorous studies to ensure online assessments that lead to valid and reliable results. The CA&L online platform has performed efficiently and effectively for the successful, secure delivery of millions of assessments for state-level programs in Kansas, Alaska, Idaho, Nebraska, Oklahoma, Washington, Iowa, and South Carolina. Educational Testing ServiceAt the end of 2010, CA&L was purchased by Educational Testing Service (ETS). CA&L operates as an indirect, wholly owned subsidiary of ETS and continues to provide the flexibility, efficiency and agility in the delivery of services to its clients. ETS develops, administers and scores more than 50 million tests annually — including the TOEFL® and TOEIC® tests, the GRE® General and Subject Tests and The Praxis Series™ assessments — in more than 180 countries, at more than 9,000 locations worldwide.

In addition to assessments, ETS conducts educational research, analysis and policy studies and develops a variety of customized services and products for teacher certification, English language learning and elementary, secondary and postsecondary education.
